RECOGNITION OF GUADALAJARA MARKET AND THE "LONG BEACH NEIGHBORHOOD STORE PARTNERSHIP" PROJECT
12. 11-0255 Recommendation to concur with City Manager's recommendations to (1) cancel the academies for Police Recruit and Fire Recruit budgeted in FY 11, (2) utilize the budgeted amount in the Police Department to fund sworn officers above current budgeted position levels, and (3) utilize the budgeted amount in the Fire Department to fund fire station capital improvements including, but not limited to, gender accommodations. (Citywide)
PUBLIC COMMENT: OBTAIN SPEAKER CARD FROM THE CITY CLERK
1. 11-0247 Recommendation to authorize City Attorney to submit Stipulations with Requests for Awards for approval by the Workers' Compensation Appeals Board, and if so approved, authority to pay $67,680.74 for the claim of Deborah Clark; and authority to pay $68,382.50 and separate authority to pay $12,880 for the claim of Jenaro Rivera in compliance with the Appeals Board Orders.
10. 11-0253 Recommendation to adopt resolution authorizing City Manager, or his designee, to apply for a CalRecycle grant from the Department of Resources, Recycling and Recovery in the amount of $250,000, for the use of Rubberized Asphalt Concrete. (Citywide)

3. 11-0248 Recommendation to approve the minutes for the City Council meeting of Tuesday, March 1, 2011.
6. 11-0250 Recommendation to authorize City Manager to execute all documents with the Long Beach Community College District in the amount of $80,000 for Pacific Gateway to deliver employment and training services in green industries; to execute any needed subsequent amendments; and to increase appropriations by $40,000 in the Community Development Grants Fund (SR 150) in the Human Resources Department (HR). (Citywide)
3. 11-0248 Recommendation to approve the minutes for the City Council meeting of Tuesday, March 1, 2011.
23. (11-0310) Recommendation that City Council review and adopt the proposed City of Long Beach Open Government Policy, which includes provisions for the continuance of existing open government actions currently implemented by the City Clerk Department and certain advisory bodies, as well as the reporting of transparency, participation, collaboration, and flagship initiatives of City departments on an annual and biennial basis.
9. (11-0302) Recommendation to approve the destruction of records for the Department of Library Services as shown in Exhibit A; and adopt resolution.
14. (11-0350) Recommendation to respectfully request City Manager to develop a recommendation to the City Attorney for a draft of an ordinance for permitting businesses to operate mobile food vending vehicles in the City of Long Beach; and respectfully request Planning Commission to undertake a study on the land use and zoning issues regarding amending Long Beach Municipal Code Section 21.53.106 to allow mobile food trucks to operate beyond construction sites, and within six (6) months recommend to the City Council regulations and conditions that should be required for any such business license, permit or other entitlement.
9. (11-0411) Recommendation to authorize City Manager to execute all necessary documents with the LA84 Foundation to accept Summer Swim 2011 grant funds in the amount of $25,000, for summer aquatic programs for economically disadvantaged youth at Martin Luther King, Jr. pool, Silverado Pool, Millikan High School pool, Jordan High School pool, and Belmont Plaza Pool, from June 27, 2011 to August 28, 2011; and authorize City Manager to execute all necessary documents to implement and administer the grant and any amendments. (Districts 3,5,6,7,9)
